Kasanda in Kazungula
THE Deputy Secretary to the Cabinet Ambassador Peter Kasanda has
expressed shock at the lack of development in Kazungula district
despite the district existing for over 14 years.
Speaking when he addressed heads of department in Kazungula district,
Ambassador Kasanada said that the district is the nucleus of service
as it was the beginning of service delivery.
He was accompanied to Kazungula by Permanent Secretary for policy
analysis and coordination division cabinet office Bernard Kampasa,
Permanent Secretary of parliamentary business Dr Simon Miti, Southern
Province Permanent Secretary Chileshe Mulenga.
He said that this is what was meant by bottom up approach and that
Kazungula district was not peculiar to that.
Ambassador Kasanda said that the civil servants need to remember that
the country was in political dispensation under a party that has made
promises to the people.
“The promises that the party made are in the patriotic front (PF)
party manifesto, I encourage you to read it,” he said.
He said that it was social contract with people of Zambia.
Ambassador Kasanda called on the civil servants to translate the PF
manifesto into Government promise.
“The way of translating the manifesto in programmes can be seen for
example by the creation of districts and jobs,”
He said the 28 districts created had been created so far from 73 to 101.
And the Permanent Secretary of parliamentary business said that the
blame is always on the president Michael Sata when the civil
servants fail to deliver.
Dr Miti said the civil servants are in charge of implementing
government programmes and urge them to check the yellow book as the
money is always released.
Southern Province Permanent Secretary said the development of
Kazungula district was dependant on the officers in the district.
Dr Mulenga urged the heads of departments to shift to Kazungula as it
was the only way it could develop.
Meanwhile Ambassador Kasanda has expressed shock the post health in
Kazungula district as it did not meet any minimum standards.
He said it was sad that the people were even under five clinic under a tree.
The deputy secretary to the cabinet directed the district medical
officer Francis Handuka to prepare a report that will be work on
immediately as it was unacceptable.
Dr Handuka was at pains to explain why he was still living in Livingstone.
