MINISTER of Tourism and Art Sylvia Masebo says councils play an integral role in implementing central Government policies.

She said decentralization will help devolve power and resources to the local authorities and promote an efficient service delivery.

Ms Masebo was speaking on Tuesday when she met with the District Development Coordinating Committee in Sesheke, she said Government is determined to reorganize this country and it is a duty of civil service to help implement government policies.

“Any new government comes along with change and if you don’t change with it you will be removed for resisting the change,” she said.

Ms Masebo said Government is determined to decentralise its operations in an effort to change the “selfish syndrome” that has characterised the civil service and government will introduce a decentralised formular of sharing national funds.

She said that the Government will not tolerate civil servants who do not take their work seriously.

Ms Masebo said that the Patriotic Front (PF) Government is determined to change the working culture in the civil service to enhance service delivery.

The minister, who was presented with the reports from council departments wondered why the health department was conspicuously unrepresentative at the meeting.

“These reports are going to the President and I’m wondering why the health department has not been represented. The councils play an integral role in implementing the central government’s policies and it is important that such meetings are utilised thought representation from all departments,” she said.

Ms Masebo challenged the District commissioner to ensure that the PF policy is availed to all departments to offer guidance.

And western province minister John Kufuna has advised civil servants in Sesheke district to desist reporting late for work.

The provincial minister advised civil servants to desist from reporting late for work.

“This meeting was supposed to start at 14hours,but as usual, civil servants like to come late and this is very bad. That’s why you have challenges in your operations because of your attitude of being late,” Mr Kufuna said.

And presenting a report, District Education Board Secretary Venantsius Miyanza told the minister that pupils in the area have to travel over 21 kilometres to access schools.

He said the district has a housing deficit of 510 and cannot complete its projects because of a K4billion debt.

Mr Miyanza also said the safety of examination papers was at risk because of the absence of a strong room at his office.
