ZAMBIA Police Service Inspector General of Police Stella Libongani has
said that the police was ready to police the Livingstone by election
as it has sent 420 officers to Livingstone.
 She said the police were not consulted before the Electoral
Commission of Zambia (ECZ) made the decision to postpone the
Livingstone by election.
She was speaking in an interview, she said that it was costly to
police Livingstone and called on ECZ to consider shorten the period
that it had given for the by election to be held.
“As police we are firm on the ground as we have enough officers who
could have policed the bye election,” she said.
“We can’t fail to police the Livingstone by election,” she said
 Ms Libongani said the police had spent about KR 1,000,000 to
facilitate the presence of the police officers in the tourist capital.
The inspector general of police urged ECZ to consider bring the
election date even before 14th of March as the police are not
consulted over this.
She said that should make the consideration as the resources that the
police have been limited.
The inspector general of police said that the police has reinforced
the officers from Kafinsa mobile unit and Lusaka.
“For us to bring the officers back to Livingstone and so that the
police officers can police the Livingstone  election on the 4th March
as it will be at a great cost,” she said.
She said that her officers would police the Livingstone by election as
it has enough man power.
“We are going to ensure that the regulations are that put forward by
the ECZ are observed,” she said.
“We are going to ensure that they are no campaigns as the regulations
are very clear, we shall ensure that there is law and order to
prevail,” she said.
Ms Libongani said that the police will ensure that all the
stakeholders are involved.
She said that the police had managed to police the situation at the
magistrate court and that it was evident that the police would manage
the by election.
“Our preparedness to police the Livingstone by-election can be
attested to the way, we handled the tension that was at the magistrate
Mr hichilema was at the court,” she explained.
 On Wednesday, ECZ postponed yesterday’s Livingstone parliamentary bye
election to March 14 2013.
ECZ Chairperson Irene Mambilima told a media briefing in Lusaka that
the Livingstone election has been postponed due to the violence that
has rocked the tourist city.

She said the ECZ believes that the violent atmosphere in Livingstone
would not have guaranteed a free and fair election.

Justice Mambilima said the decision by the ECZ is in line with the
Electoral Act and that the next election date falls within the legally
stipulated time frame.

She also called on the political parties to ensure that Zambia
continues safeguarding its strong international image of holding
violent free elections.
