By Chali Mulenga KAZUNGULA district consultative forum has resolved to submit to the technical committee on the drafting of the Zambian constitution that a presidential candidate should have a degree. After heated debate delegates to the consultative forum voted on the way forward and in to close to call situation, 33 delegates voted for the clause and 32 against the article 97 of the draft constitution that states that the presidential candidate should have a degree. Speaking during the forum in Livingstone at Woodlands lodge yesterday, Zambia Congress of Trade Unions (ZCTU) representative in the district Kennedy Chimpa said a grade 12 qualification for presidential candidate was too low and that there is need for a candidate that is able to understand issues.
