By Chali Mulenga  KAZUNGULA district consultative forum has resolved to submit to the technical committee on the drafting of the Zambian constitution that a presidential candidate should have a degree.   After heated debate delegates to the consultative forum voted on the way forward and in to close to call situation, 33 delegates voted for the clause and 32 against the article 97 of the draft constitution that states that the presidential candidate should have a degree. Speaking during the forum in Livingstone at Woodlands lodge yesterday, Zambia Congress of Trade Unions (ZCTU) representative in the district Kennedy Chimpa said a grade 12 qualification for presidential candidate was too low and that there is need for a candidate that is able to understand issues.     He explained that a person that who undertakes a degree course, the person is given a lot of subjects that helps them to understand the issues in different sectors of the country. ...

By Chali Mulenga COMMUNITY Based Rehabilitation (CBR) Zambia, a Non-Governmental Organisation which promotes the rights of disabled people, as praised the Government’s move to remove duty on devices and imported modified motor vehicles. CBR Zambia senior advisor Alick Nyirenda said that the stance by the Government to support the differently-abled was in the right direction and that is good that the Government had finally considering the people that are livings with disability in the national budget   Speaking in Livingstone in an interview, he said that duty is high and expensive on imported modified motor vehicles and that there is need to ensure the people that are differently abled are not juts passengers but also become drivers of the vehicles.   He paid tribute to the Government for ensuring that the new disability Act has support from the ministry finance through budget procurements.   He said the vehicles would helpful to help in the mobility ...

By Chali Mulenga Southern Province Permanent Secretary Dr. Chileshe Mulenga has urged the Zambia Law Development Commission (ZLDC) to continue acting as a catalyst of change in government’s endeavor to be responsive to the needs of the Public and Compliance to Human rights obligation. Speaking when he officiated at a two days consultative workshop on the review of the penal code and criminal procedure code organized the by Zambia Law Development Commission in Livingstone on Wednesday, Dr. Mulenga said the task was not easy as the two statutes were inherited from the colonial masters and have been amended repeatedly.   “Specialized legislation such as the plea negotiations and agreements act have been enacted thereby posing the danger of contradiction in the penal law of the country,” Dr. Mulenga said. By Chali Mulenga   A police officer in Livingstone has been shot in unclear circumstances by another police officer using a riot gun. Southern Province Police Commissioner Ms. Charity Katanga confirmed the shooting which incidence happened on Tuesday around 10 hours at railways station. Ms Katanga said that constable Paston Mukumbuta, 24    of Livingstone police camp was shot by inspector Aaron Jenga-Jenga, 27 of the same police camp using riot shotgun designed or modified for use as a primarily defensive weapon. She said that the inspector Jenga-Jengea had fired the gun thinking that it was not loaded. Ms Katanga said when the officer fired the riot gun, hit constable Mukumbuta and injured the chick bone of the victim. She said the constable Mukumbuta bleed profusely after being shot at and was rushed to the hospital. Ms Katanga said that officer has since been charged for firing a gun without authority.
