KAZUNGULA district consultative forum has resolved
to submit to the technical committee on the drafting of the Zambian
constitution that a presidential candidate should have a degree.
After heated
debate delegates to the consultative forum voted on the way forward and in to
close to call situation, 33 delegates voted for the clause and 32 against the
article 97 of the draft constitution that states that the presidential
candidate should have a degree.
Speaking during the forum in Livingstone at
Woodlands lodge yesterday, Zambia Congress of Trade Unions (ZCTU) representative
in the district Kennedy Chimpa said a grade 12 qualification for presidential
candidate was too low and that there is need for a candidate that is able to
understand issues.
He explained
that a person that who undertakes a degree course, the person is given a lot of
subjects that helps them to understand the issues in different sectors of the
country.
“A person that wants to be a presidential candidate
must have a good understanding of issues in the country,” he said.
And District director of health
Francis Handuka said also that a person that wants to be president should have
a degree and noted that it should specific what kind of a degree that a person
should have to be a candidate for the presidency.
“What degree do we want because other people have degrees in dancing so
the constitution must be very specific,” he said
However, Kazungula district council chairperson
Elias Siamibila, submitted that how there is no need for a degree holder for
the position of president as they are so many people that have Government
positions in the country and yet the only thing they had done was to misapply
Government policies.
He said that
from this trend it was clear that the degree had no effect on the put of
development in the country.
“I hereby submit that the constitution should not
bar any person on the pretext that a person should have a degree.
