Public order act

Government has called on the opposition to cast away their wrong perception on the public order act as they have the right to appeal.
Deputy of Home affairs Stephen Mr Kampyongo said the people from the opposition have the right to appeal to the minister within 5 days to the minister of home affairs.
 Speaking during a special radio interview on Falls FM in Livingstone yesterday, he said that there was a chain of command that should be followed.
Mr Kampyongo said that the public order act had a provision for the convener to appeal to the chain of command and they exhausted all the channels then they should appeal to the minister.
 “When PF was in the opposition, we managed to follow the public order act,” he said.
 The minister called for dialogue on the public order act as the Government means well so there can be consensus.
 “We acknowledge the challenges that the police service is facing, as no investment in the police service has been made in the last 20 years,” he said.
“We want to start afresh so that the police can be more responsive, as government we shall invest in the police,” he said.
Mr Kampyongo urged the public not to take advantage of the current status quo and the government will re-train the police officers.
He said the Government will give the officers accommodation as they are part of the society.
Mr Kampyongo said that the Government wants to uplift the living standards of the police officers.
He said government would also address the issue of transport in the police service because it was posing a challenge in their daily operations.
 He said the Government will also ensure that they are new police academies and new police posts.      
“The people know that the police are not looked after properly so that ends up enticing them,” he said.           
And speaking during the same programme, Southern province Police commissioner Charity Katanga has called on the people that come before the law to come with clean hands and that the police will work with diligence.  
Ms Katanga said the police have the responsibility to uphold the law and the problem is that when people come into conflict with the police they want to be anti police.
“Even in this festive period that the people that would want to have over night they should notify the police,” she said.
The police commissioner said that she would reproduce the public order act at all police stations so that the members of the public can be aware of the act.
She said that people should learn to follow to lodge their complaints in the chain of command if they feel not happy with the reasons that had been given to them for denying them a permit for their meeting.
Ms Katanga said that if the police fail to agree with the people requesting the permit, then they should ask the minister for further. 
She said that journalists to ensure that they balance their stories and also ensure that they abide by the ethics of being good reporter.
Ms Katanga said the police and journalist are like Siamese twins and that there is need to create that relationship.
“Journalists should ensure that they verify their information as police and the command do not take such reports by such journalists very seriously,” she said.
Ms Katanga urged the journalists that want to take pictures of sensitive areas to seek permission from the police command.
She said that journalists are the eyes of the police and urged the media to engage in investigative journalism.
