Africa public service day

 Southern Province permanent secretary Edwin Zumbunu has said that the
Zambian government has made progress in building capacity in the
public service for the promoting and upholding the values and
principles enshrined in the African charter.
Speaking in Livingstone at the Livingstone civic centre, to mark the
Africa public service day,
under the theme, capacity development for implementation of the
African charter on values and principles of public service and
administration, towards developmental states, he said that in 2008 the
government  a code of ethnics for the public service which outlines
broad principles of core values and behavioural standards.
 He said the code calls for a high level of the ethical conduct by
public service employees in order to enhance public confidence in the
public service.
The permanent secretary said the one of the issues addressed by code
of ethics is corruption.
“As public service workers you are prohibited from soliciting
accepting or receiving directly or indirectly any payment gift
donation or reward in kind or cash for services rendered,” he said.
 He said the public service workers are not allowed to use their
positions for personal gain thus early this year the anti corruption
Act was strengthened by among other things.
 Mr Zumbunu explained that the domestication of regional and
international instruments on corruption to which Zambia is a party and
in addition to the abuse of office clause was reinstated.
The permanent secretary said the Government has furthermore amended
the public procurement act of 2008 to promote transparency
accountability in the public procurement process.
 He said that other notable miles achieved in line with capacity
requirement for the implementation of the charter include the
development and launch of for engendering and the public service and
the national gender monitoring and evaluation plan.
